Just apply the same philosophy for improvement hacks and demo discs. Sets with no gameplay aren't allowed but we had one not so far ago.
Spam sets now get blocked, creative sets still have a door open to exist, no people that invested their valuable time in old sets are being disrespected with unnecessarily demotions, no existing working sets thrown in the trash can.
Why demote one working set? Or two for Demo discs? If someone uses these sets to argue their set idea should also be allowed, it's as simple as pointing out that a new rule was made and now a vote is required. Subsets are based on the same game with no changes, so why would a set based on a game with SOME changes be entirely banned without an option to exist? Leave a door open to creativity by simply having a vote. Bonus sets require a vote and subsets exist. Instead of disallowing entirely small hacks / demo discs, make so it requires a vote to prove that the set will be unique enough and taking advantage of those small changes in an interesting way. It shouldn't be that hard to find a solution that tries to satisfy everyone while solving the problem at hand: It's a similar problem to Demo discs, except not many people cared back then. Glad to see I'm not the only one disagreeing with QA, I was starting to think I was crazy or something.
